IHIP vs the Old IDSP Portal: What Changed in 2021

From 2021 IDSP moved from weekly paper-based reporting to IHIP, a near-real-time, case-based platform. This page compares the two systems, explains the phased rollout and lists which web addresses are current and which are old.

Many surveillance staff still say "IDSP portal" when they mean IHIP, and older training slides still show old screens and web addresses. That causes real confusion: people search for an old, superseded address, or follow paper-era deadlines that are historical. The PIB release of 5 April 2021 called IHIP "the next generation highly refined version of the presently used Integrated Disease Surveillance Programme (IDSP)". The programme stayed the same; the way data are collected, checked and used changed.

This page sets out what changed, when it changed in different states, and which addresses are safe to use today. It is an independent guide with no login. For entry, use only the official IHIP portal.

From 18 to 33 diseases

The PIB launch release says IHIP tracks 33 diseases, up from 18 under the earlier IDSP system. The NCDC newsletter adds that IDSP's December 2016 re-prioritisation identified 33 priority health conditions. NCDC does not say in that text whether this is the same list as IHIP's 33.

One honest gap: we could not find an official published list of all 33 IHIP conditions, and the current S form syndrome list is not printed in the manuals we checked. What we can show are the older IDSP S and P form lists, labelled as historical, on IDSP diseases list.

पुराने पते ihip.nhp.gov.in और idsp.nhp.gov.in अब बदल चुके हैं, वर्तमान आधिकारिक पता ihip.mohfw.gov.in/idsp है। यह एक स्वतंत्र गाइड है, यहाँ कोई लॉगिन नहीं है।

Stay safe. IHIP has one official address: ihip.mohfw.gov.in. This guide has no login. Never share your IHIP user ID, password or OTP with anyone, including callers or messages that claim to be from the district or state, and never send patient details to unofficial groups or websites. Password resets go through your own login page or your district surveillance unit.

From weekly aggregates to case-based entry

Under the old system, the 2008 form guidelines set a weekly chain: sub-centres to PHC or CHC by Monday, PHC, CHC and urban units to the DSU by Tuesday, DSU data entry and analysis by Thursday, and action or feedback by Friday. Each level added up the numbers below it. This is historical guidance.

IHIP is case-based: each case is entered as its own record, as it happens. The P form user manual says users are expected to enter data every day, and the SSO screens show day-wise status for the last 2 weeks. Performance is still judged weekly in state reports (for example the NHM Assam guideline lists weekly S, P and L form reporting). The Monday to Sunday reporting week did not change. More on weeks and timing in the IHIP reporting schedule.

The forms changed too: three paper lab forms (L1, L2, L3) became one Laboratory Cases Form with an Internal or External choice. See S, P and L forms explained.

Rollout: launch in 2021, migration until 2023

Sources give different dates because they describe different steps:

  • 5 April 2021: IHIP launched virtually by Union Health Minister Dr Harsh Vardhan (PIB). A 2023 journal article says 1 April 2021; we follow PIB.
  • Week before 14 April 2021: WHO India reported the platform "scaled up and rolled out across all states", with more than 2,500 state-level trainers and over 64,000 participants trained in more than 600 districts.
  • From October 2021: IDSP moved its routine reporting to IHIP phase-wise (NCDC newsletter).
  • 1 January 2022: Assam adopted IHIP as the exclusive portal for IDSP reporting (NHM Assam guideline), one example of a state switch-over date.
  • 2023: the last states migrated (NCDC newsletter).

So the platform existed nationally from April 2021, but your state may have kept parallel or older reporting for some months. Your DSU will know your state's exact switch-over date.

We did not test whether the old nhp.gov.in addresses still redirect, so do not rely on them. We also found no official source for an idsp.nic.in address, so we do not list one. The current IHIP home page footer shows "Software Version 1.3" and "Website Last Updated On: 8 Feb, 2023". For sign-in help on the current site, see IHIP login help.

If you trained on the old system: a switch-over checklist

  1. Confirm with your DSU that your state has fully moved to IHIP for S, P and L reporting.
  2. Delete old bookmarks that point to nhp.gov.in addresses and save ihip.mohfw.gov.in/idsp instead.
  3. Make sure your facility has its own IHIP user ID. New IDs come from the SSO after the DSO raises "Request for new user id".
  4. On first login, complete "My Profile" with a working mobile number, because password reset OTPs go there.
  5. Stop holding cases for a weekly tally. Enter cases as they occur, daily if possible.
  6. For mobile entry, get the Android app from the "Downloads" menu inside the official portal, not from unknown links. See the IHIP app guide.
  7. Learn the Event Alert Form, which the IHIP manuals describe for raising alerts inside the portal, and ask your DSO whether the old Early Warning Signal format is still used in your state. See outbreak reporting.

What did not change

The programme, its structure and its purpose are the same. IDSP is still run by NCDC, with the Central Surveillance Unit in Delhi and surveillance units in every state and district. The S, P and L logic (suspected, presumptive, laboratory confirmed) still holds. Rapid Response Teams still investigate outbreaks, and NCDC still publishes the Weekly Outbreak Report. For the programme background, read IDSP explained.

IHIP also links to the wider digital system. WHO India reported in 2019 that the new HMIS portal uses facility listing and GIS layers also used in IHIP and would link with IHIP through an API, and PIB describes IHIP as compatible with the National Digital Health Mission.

Frequently asked questions

What is the difference between IHIP and IDSP?

IDSP is the disease surveillance programme run by NCDC since 2004. IHIP is the digital platform launched on 5 April 2021 that replaced IDSP's weekly paper-based reporting with near-real-time, case-based entry. IDSP reporting now happens on IHIP, so people often say IDSP-IHIP portal. IHIP tracks 33 diseases against 18 earlier.

Is the old IDSP portal still working?

Older manuals from 2020 used ihip.nhp.gov.in and idsp.nhp.gov.in. These are superseded by ihip.mohfw.gov.in, and we did not test whether they still redirect. Use only ihip.mohfw.gov.in/idsp for reporting, and treat any other address asking for your password with suspicion.

What was ihip.nhp.gov.in?

It was the earlier web address of IHIP, shown in the IHIP user manuals marked Software Version 10.0 and last updated in February 2020, along with shortcuts ihip.nhp.gov.in/idsp and idsp.nhp.gov.in. The current official home page is ihip.mohfw.gov.in.

When did my state move from IDSP to IHIP?

NCDC says IDSP moved to IHIP reporting phase-wise from October 2021 and the last states migrated in 2023. Dates differ by state. For example, Assam made IHIP the exclusive IDSP reporting portal from 1 January 2022. Your District Surveillance Unit can confirm the date for your state.

Do the old Monday and Tuesday deadlines still apply?

Those deadlines come from the 2008 IDSP paper system and are historical. On IHIP, the P form manual says data should be entered every day, while state performance is still measured weekly on the Monday to Sunday week. Ask your DSU about any local cut-off your state uses.

Why did IHIP increase from 18 to 33 diseases?

The PIB release states the increase but not the reasons. The NCDC newsletter notes that IDSP's December 2016 re-prioritisation identified 33 priority health conditions, but it does not say whether that is the same list as IHIP's 33. An official list of all 33 conditions was not available in the sources we checked.
